Carlos T. Angulo, J.D. is a partner in the Washington, D.C. office of Zuckerman Spaeder LLP. He was an associate at the firm from 1999-2002 and became partner in 2003. He left Zuckerman Spaeder in 2007 to serve as Legislative Director, and later, temporary Chief of Staff, for Senator Sheldon Whitehouse (D-RI), and returned to the firm in 2010. Mr. Angulo’s practice focuses on complex civil litigation in state and federal courts, administrative practice before the Food & Drug Administration (“FDA”), and legislative policy matters before Congress.
Mr. Angulo has worked on a wide range of food and drug law issues, mainly on behalf of generic drug companies and anti-smoking groups. He has also lectured, participated in panel discussions, and presented papers on a variety of topics of interest to the generic drug industry.
Before joining Zuckerman Spaeder, Mr. Angulo served as a staff attorney in the United States Department of Justice’s Civil Division (1989-1991), clerked for the Honorable Phyllis A. Kravitch, U.S. Court of Appeals for the Eleventh Circuit (1991-1992), and served as counsel for Senators Paul Simon (1994-1996) and Paul Sarbanes (1996-1999).
Mr. Angulo graduated from Haverford College (magna cum laude, Phi Beta Kappa) in 1986 and received his law degree from Yale University in 1989.
